		<description>Seriously, what has happened to personal responsibility?  I remember when this fence issue last came up.  The railroad said that a fence wouldn&#039;t solve the problem, because people can find ways around them-- over, under, whatever.  If we can&#039;t fix the borders, what makes us think we can keep people from taking an incredibly unsafe shortcut?  There&#039;s only so much the nanny state can do.</description>
