I remember when this fence issue last came up. The railroad said that a fence wouldn't solve the problem, because people can find ways around them-- over, under, whatever. If we can't fix the borders, what makes us think we can keep people from taking an incredibly unsafe shortcut? There's only so much the nanny state can do.
