Flying during quiet time

Through June, about 2,300 airplanes took of from or landed at Westchester County Airport during the time that the county asks airlines and others to refrain from flying.
That was down from more than 2,500 flights that took off during the supposed quiet hours — from midnight to 6:30 a.m. — during the same period last year. The hours are called the Voluntary Restraint From Flying time, or VRFF.
All this is according the Airport Monitor, the monthly report on airport operations.
In June, 465 flights took off or landed during the VRFF time. That was down from 484 in June, 2007.
